Hungary: a Case of Ethnic Preference in Citizenship Law

The paper by Judit Tóth from University of Szeged explains how the citizenship law in Hungary gives a preferential treatment to ethnic Hungarians. As the author argues the ethnic preference does not only explain the current state and application of the citizenship law but also the regulation of migratory movements in Hungary as such. The paper thus brings an analysis of the visa regimes, the bilateral agreements, the naturalisation procedure and the residence requirements. It concludes with two appendices detailing the naturalisation requirements in Hungary and international and national legal obligations and conditions.
